So do publishers get miffed if one posts one's fiction on a blog and then offer said publisher FNASR? Do they consider fiction posted in a blog as having been previously published? Or does each publisher have his/her own opinion?
It is not an absolute, but most publishers are not about to make a big investment in an unknown author if the story is available for free. There's no profit to be made, and an initial investment to be lost. Also, once something is on the Internet, it's there to stay. Copies propagate without the author's knowledge or consent. Removing the story from your blog won't impress the publisher much. So most publishers will consider that you no longer have first publication rights to sell. You've already squandered them.
