What would actually be the proper advice to give in this situation?

I was just re-reading my work when I noticed something horrifying. My story is set in the immediate aftermath of a nuclear exchange, and there's a scene during the attacks where people receive advice and instructions via the Emergency Alert System. In the bit about fallout protection, I had written this bit, which in retrospect sounds absolutely terrible:
Umm, that bolded part... uh, wouldn't that kill people? That sounds like a fantastic way to slowly suffocate to death. I know something is wrong here, yet I can't place exactly what. How can I fix the wording here to be actual, correct advice, and not something that will kill anyone who heeds the instructions?
