Layered Democratic Counciliary

  1. In my universe, there exists a vast number of civilisations. The human civilisation is called the Spherium. It is a layered democratic counciliary. Meaning it has various councils of different importance and influence levels.

    At the bottom, you have the star or planet/moon councils. They govern their local stellar bodies through certain councils that convene to discuss important local matters. A council at this level can consist of all the countries or local governments that exist on a planet, moon, or star system. They can direct the use their own space fleet(s) or discuss the building of a new stellar body, for example. Each council at this level can vary in membership from tens of people to hundreds. They often govern a populace of tens of billions, sometimes trillions. But there are smaller ones that only govern several hundred people.

    In the next level are the galactic councils, representatives from each star system or local council is sent to the galactic council. They gather to discuss matters at a galactic level, such as the creation of beautifying nebulae, or the invasion of a hostile faction. A galactic council can vary in size from thousands of representatives to over a million.

    Then there is the intergalactic council. It sees one representative from each galaxy. making up a number of thirty three members, some of which represent contested galaxies. These powerful individuals are elected to long, varying terms from thousands of years up to several million. They are given free access to dragon blood to prolong their lives. They can direct the forces of the Spherium to invade or protect territory. Votes cast by these members in their local galactic assemblies hold a lot of political weight.

    The Spherium is at its core a meritocratic society. A citizen votes not based on promises of a representative, but based on that representative's actions and deeds. For example, if you have two representatives to vote for, one a slaver who inherited their power and wealth, but with no deeds, the other a person who built an empire of water refinement. Then the most likely winner of the political race would be the candidate who built water refinement from the ground up.
